The Old Municipal Hall was constructed in a 5.7880 hectares of hilly land from various land owners, Bancil and Lutang Family in 1982. It was constructed during the administration of former Mayor, Hon. Vicente Maruya, Sr. on July 8, 1983, and was the first ever municipal hall constructed.
This Old Municipal Hall was constructed on top of a hill in Barangay Kinanga, overlooking the town area and appreciating the landscape of the mountain and sea.
