Governor Claude P. Bautista of Davao Occidental awarded a total of 14 bongo vehicles to the 14 barangays of the province during a simple turn over ceremony held at Barangay Felis, Malita, Davao Occidental last February 12, 2021.
Governor Bautusta urged the barangay officials, headed by their respective Barangay Captains, to seriously provide outstanding public service to their residents. “Dili bohatong personal nga sakyanan ang bongo tungod kay iya kini sa mga katawhan ug dili magdumili sa mga hangyo nga gamiton kini, ilabi na sa mga emerhensya nga gikinahanglan dad-on sa balay-tambalan ang bisan si kinsa sa barangay.”, uttered by Governor Bautista.
The Local Chief Executive also requested the recipients of the vehicles to remain humble to the other barangays within the province, who are not part of the 14 recipients. He said, “Dili mo manghambog sa mga silingan ninyong barangay nga wala pa nakadawat kay gipangitaan pa nato na sila og pamaagi kay dili sayon mangita og sakyanan nga sama ani ug asa ta mukuha og pondo para na pod sa ilaha kay kahibalo ko dako gyod kaayo ni og ikatabang sa inyong pagpangalagad.”
Meanwhile, before the formal turn over of the bongo vehicles, Parish Priest of Malita, Rev. Father Rogelio “Yoyong” Albite officiated the Blessing of the said vehicles.
Recipients of the bongo vehicles are the 14 barangays from Mangile, Caburan Small, Caburan Big, Marabatuan, Kalbay, Ogpao, Pong-pong, Bolila, Felis, Kinanga, South Lamidan, Mabuhay, Linadasan, and Calian.

Bautista magapdayon tungod kay kahibalo mi sa iyang kasingkasing sa pagpaabot sa iyang programa de gobierno sa barangay.”, conveyed by one of the Brgy. Captains in attendance, Kap Amel Vistal of Ogpao, Sta. Maria, Davao Occidental during the turn-over rites.
Davao Occidental tops anew as the Highest in local revenue collection in Region XI
The Region XI’s Department of Finance-Bureau of Local Government Finance (DOF-BLGF) congratulated the leadership of Gov. Claude P. Bautista of Davao Occidental as the province emerges anew as the number 1 with the highest local revenue collection from the Real Property Tax, Fees and Charges, Business Tax, and Economic Enterprises among the local government units in the region. The DOF- BLGF Region XI handed the Plaques of Recognitions and renewed the Roving Trophy at the Mini-Capitol Building grounds, Malita, Davao Occidental, on February 4, 2021 in the morning. Vice Governor, Atty. Franklin P. Bautista formally received the award on behalf of the governor from Mr. Apollo A. Ebdalin, LTOO IV of the DOF-BLGF Region XI. Atty. Bautista expressed his gratitude to the DOF for the recognition and offered the award to the employees of the Provincial Treasurer’s Office, Provincial Assessor’s Office, and its offices in the five municipalities of Davao Occidental (Malita, Sta. Maria, Don Marcelino, Jose Abad Santos, and Sarangani). He said that this would enhance the collaborative efforts and confidence of the said offices and employees of the provincial government and its municipal governments.
Mr. Ebdalin uttered that like in 2018, Davao Occidental got the Highest Collection Efficiency Rate in 2019 from among the LGUs in Region XI. The Real Property Tax (RPT) Collection Efficiency is 270.00%, Fees and Charges’ Collection Efficiency is 108.65%, Business Tax’ Collection Efficiency is 138.99%, and the Economic Enterprises’ Collection Efficiency is 267.51%. Davao Occidental is being recognized for its exemplary performance by exceeding the total revenue target in all four major revenue sources on FY 2019 Revenue Generation Program of DOF-BLGF. The Total Revenue Target is Php 224.838M, wherein the Total Collection is Php 504.397M with a whopping 224.34% Collection Efficiency.
Governor Bautista accounted the awards and recognition to the people of Davao Occidental for relentlessly supporting the programs and efforts of the provincial government as the tax collection is the lifeblood of the government. The Chief Executive is committed to improving and sustaining the quality of the services translated to the materialization of the programs for the constituents of Davao Occidental.
Davao Occidental launches community shelter program
The Provincial Government has officially launched the Community Pabahay sa Barangay (CPB) Shelter Program with the theme “Balay Aron Pamilya Mahamugaway”.
The launching and groundbreaking ceremony of the shelter program was simultaneously held in Barangay Mana in the municipality of Malita and Barangay Ogpao in Sta. Maria, Davao Occidental.
The evaluation of the beneficiaries for the housing units was meticulously picked by the Provincial Social Welfate and Development Office to ensure that they are worthy of the slots.
The 73rd Infantry Battalion (73IB) of the Philippine Army, volunteers from the different government agencies and the community members will join forces to build and construct the housing units.
Governor Claude Bautista raised the importance of the barangay leaders in this community shelter program, as the local chief executive asked for their support on the said project.
“Magtinabangay kita aron makuha gikan sa kawad-on ang Davao Occidental. Nahibal-an nimo ang imong mga tawo. Ania ra ako aron pagsuporta kanimo. Suportahi ako sa akong mga programa, suportahan ko usab ikaw.”The Governor also said that it’s time to end the armed conflict and violence in the mountains.
Meanwhile, Lt. Col. Ronaldo Valdez, 73rd IB commander, expressed his gratitude towards the governor, saying, the program will help in keeping peace in the community.
“Sa panahon ngayon, ang mga programa ang magpapatatag sa kapayapaan na mayroon ang lugar. Ito ang solusyon sa kahirapan, hindi ang pagsanib sa armadong kilusan.”
Mass Oath-Taking of Davao Occidental Officials
Earlier today, Province of Davao Occidental holds mass Oath Taking Ceremony for all newly elected officials of the province. The event came out successful and more significant with the presence of barangay captains, NGAs representatives, friends and families. Justice Loida Kahulugan graced the affair to administer the Oath of Office.

Davao Occidental Tigers gears up for 2nd MPBL season
The Davao Occidental Tigers came up with high hopes as the whole squad was presented yesterday at the weekly Davao Sportswriters Association (DSA) Forum held at the SM City Davao in preparation for the 2nd Maharlika Pilipinas Basketball League (MPBL).
The Tigers coached by Don Dulay will be among the 25 teams which will see action when the MPBL gets going this June 12 in Manila.
Dulay who is also a member of the PBA’s Rain Or Shine Elasto Painters coaching staff will be backed by assistants Rob Wainright, a former member of the PBA’s Coca-Cola Tigers and the MBA’s Cebu Gems alongside with local court legend Arvin Bonleon who strut his wares for the MBA’s Davao Eagles and the PBL’s Chowking Foodmasters back then.
“We are happy to be here in Davao for a series of tune-up games plus a possible basketball clinic for the kids to make our presence felt by local basketball fans. All of this will be part of our preparation for the league which will start next month,” Dulay said.
The Tigers which were eventual crown as pre-season champs recently will banner the Visayas and Mindanao squads in the league’s second season which also have the General Santos Warriors, Zamboanga, Cebu and Basilan. Also competing are first season champion Batangas City, runner-up Muntinlupa, Valenzuela, Paranaque, Quezon City, Bulacan, Navotas, Imus, Bataan and Caloocan. Completing this year’s cast are Makati, Manila, San Juan, Team Rizal, Laguna, Mandaluyong, Pampanga, Pasig, Pasay and Marikina.
Dulay’s wards will be bannered by local commercial cagers led by team captain Louie Medalla together with co-captain Eman Calo, Mikko Estrellante, Bob Ombecan, Don Adormeo, Jay Cabanog and Ronald Lamocha. The Ilonggo Superman Billy Ray Robles will also be suiting up for the Tigers along with Manuelito Osabel, Leo Paller, Paul Sharot, Edrian Lao, James Regalado, Bogs Raymundo, Joseph Terso and former PBA cager Leo Najorda.
“We did have a series of tryouts before forming this team. We showed other teams of what we are capable of doing by topping the pre-season games. We hope we could maintain our momentum going to the elimination round and a possible run in the semis,” Wainright added.

Traditions live on in Sarangani
SARANGANI is one of the five municipalities of the country’s 81stand youngest province, Davao Occidental. It is home to a big group of Blaans and Sangils.These two groups of indigenous people live harmoniously together in the two main islands of the municipality namely Balut Island and Sarangani Island. The Blaans and Sangils are rich in traditional arts and crafts. To ensure that the cultural heritage of these people is preserved, it is important that the older generation must pass it on to the younger ones.

It is the mandate of the National Commission on Culture and Arts (NCCA) to conserve and promote the nation’s cultural heritage through the establishment of Schools of Living Tradition. A living culture master/specialist teaches young learners from the same community the skills and techniques of a particular craft or skill. The lessons are taught in the home of the culture master, a center constructed for the purpose or any available hall that is convenient for the learners and culture master. Their mode of teaching is non-formal and includes actual demonstrations. The main objective of the program is to teach the traditional arts in its purest form. The NCCA has chosen Non-Timber Forest Products-Exchange Program (NTFP-EP) to implement the SLT program all over the country.

NTFP is a non-profit organization based in Manila and has established country offices in Jakarta, Phnom Penh and partners in Malaysia, Vietnam and Indonesia. It is a network of over 60 Non-Government Organizations and Community-Based Organizations working with forest-based communities to strengthen their capacity in sustainable management of natural resources.

The SLT in Balut Island, Sarangani handles the indigenous peoples. Each group has their own culture masters in basketry/weaving, performing arts and culinary arts. I was fortunate enough to have joined the NTFP-EP team together with Living Asia Channel when they went to visit and document the implementation of the program. We witnessed the culture masters demonstrate the weaving, play different indigenous musical instruments, dance their traditional dances and prepare food that has been in their culture for more than a hundred years. It is heart-warming to see the older generation working together with the young ones in preserving their craft. We can now safely assume that these traditions will live on for a long time in the beautiful municipality of Sarangani.


DAR Creates Provincial Office In Davao Occidental
QUEZON CITY – The Department of Agrarian Reform (DAR) recently established Department of Agrarian Reform Provincial Office (DARPO) in Malita, Davao Occidental through Administrative Order No. 01, Series of 2018.
Secretary Atty. John R. Castriciones said the creation is pursuant to Section 13, Article 4 of Republic Act No. 10360, entitled “An Act Creating the Province of Davao Occidental,” Section 45 of Republic Act No. 6657 or the “Comprehensive Agrarian Reform Program (CARP)” as amended by Republic Act No. 9700 entitled “Comprehensive Agrarian Reform Program Extension with Reforms (CARPER),” and Section 25 of Executive Order No. 129-A entitled “Reorganizing and Strengthening the Department of Agrarian Reform,”.
Castriciones said the Regional Director, DAR-Region XI shall be responsible for the direct supervision and management of DARPO-Davao Occidental. He shall likewise ensure a smooth and efficient transfer of records, personnel, properties and other accountabilities for the operationalization of the DARPO at Malita, Province of Davao Occidental.
He said the DARPO shall be headed by the Provincial Agrarian Reform Program Officer (PARPO) II or a designated qualified civil servant and shall directly supervise and manage the delivery of agrarian reform related services to the constituents of the Province.
Catriciones added the DARPO shall consists of the Provincial Program Beneficiaries Development Division, Land Tenure Improvement Division, Legal Division, Support to Operations Division and Municipal Agrarian Reform Program Offices (MARPO).
He cited that the funding required to support the daily operations of the DARPO-Davao Occidental shall be sourced from the DARPO-Davao del Sur funds starting from the effectivity of this Order until a separate budget for the province is approved. The DAR Central Office and DAR-Region Region XI may augment the funds for this purpose subject to the existing budget, accounting and auditing rules and regulations.
Castriciones clarified that Administrative Order takes effect ten (10) days after its publication in a newspaper of national circulation and after acknowledgment of its receipt by the Office of the National Administrative Registry (ONAR).
