Gender and Development Corner
The Magna Carta of Women (Republic Act No. 9710) defines Gender and Development Program (GAD)
The development process should be participatory, empowering, equitable, sustainable, free from violence, and respectful of human rights. It should support the self-determination and actualization of human potential. Gender equality should be considered a fundamental value that should be reflected in development choices. Women should be viewed as active agents of development, not just passive recipients.
Section 36: Gender Mainstreaming as a Strategy for Implementing the Magna Carta of Women
All government departments, including their attached agencies, offices, bureaus, state universities and colleges, government owned and controlled corporations, local government units and all other government instrumentalities shall adopt gender mainstreaming as a strategy to promote women’s human rights and eliminate gender discrimination in their systems, structures, policies, programs, processes and procedures.
Section 36-B: Creation and/or Strengthening of the
GAD Focal Points (GFP)
All concerned government agencies and instrumentalities mentioned above shall establish or strengthen their GAD Focal Point System (GFPS) or a similar GAD mechanism to catalyze and accelerate gender mainstreaming within the agency.
In addition to Joint Circular 99-4 issued by the National Economic and Development Authority (NEDA), the DBM and NCRFW, additional sets of guidelines, as deemed necessary, shall be formulated, for the implementation of GAD-related programs/projects/activities.

GFPS TECHNICAL WORKING GROUP

Section Activities

The GFPS Executive Committee convened for the first time during the GFPS-ExeCom 1st Annual Meeting on February 5, 2024 at the Governor’s Extension Office, Brgy. Lacaron, Malita, Davao Occidental.

The GFPS-Technical Working Group (GFPS-TWG) held its first quarterly regular meeting on February 8, 2024, at the conference table of the PPDO. During the meeting, new members of the TWG were recognized while the existing members were welcomed for their untiring service in resolving issues of gender inequality, not only in the workplace but also among the populace, through critical planning and budgeting.

Reorientation on the Localization of RA 9710 or Magna Carta of Women through JMC 2013-01 and GAD Portal was conducted last February 16, 2024 which was attended by the GFPS-TWG and municipal encoders for GAD Portal.
